Mondragon described the unexpected touch as “something you normally wouldn’t feel in the water.” Realizing that it wasn’t just an ordinary encounter, he kicked the water, revealing a horrifying sight: a tiny foot floating to the surface. Fueled by fear, he grasped the leg and pulled out a lifeless, blue body, screaming for help.

Mondragon’s quick actions brought the unconscious 4-year-old Sitlaly Hernandez to the shore, where, by divine intervention, two off-duty nurses happened to be nearby. They performed CPR on the child until emergency services arrived, transporting her to a local hospital. However, the battle for her life was far from over.

Sitlaly faced hypothermia, fluid-filled lungs, and potential brain damage due to oxygen deprivation. She was transferred to a children’s hospital an hour away, where she made an astonishing recovery. Within three days, Sitlaly was playing with her siblings, displaying no lasting effects from her harrowing ordeal.

Grateful for the chance to save the little girl, Mondragon said, “As I told the little girl’s mom — when I saw the baby’s toes, that became my baby.” He believes he was in the right place at the right time and credits his parental instincts for the life-saving response.

He learned that Sitlaly wasn’t wearing a life vest and recognized the importance of these flotation devices. He decided to collaborate with locals and businesses to collect life vests for those who lack or cannot afford them.
